It was back in mid-August when we came across a Samsung device with model number SGH-I187 running on Windows Phone, and now the same device has been seen passing through the FCC, hinting at an impending launch in the coming weeks. It seems to be a phone destined for AT&T, as it is compatible with AT&T's GSM, HSPA and LTE frequencies, which would make it first Samsung Windows Phone for AT&T in more than a year.
As for the specs, the previous leak revealed a 720p display and a Snapdragon 400 processor, and we'll have to wait to get further details, such as the actual name of the device (it will likely have ATIV as part of its title).
